Background Paper on Measuring WASH and Food Hygiene Practices - Definition of Goals to be Tackled Post 2015 by the Joint Monitoring Programme

In light of ongoing talks on post-2015 development goals, in 2013, this paper was prepared by a team from LSHTM, the IRC International Water and Sanitation Centre and ICDDR,B. Commissioned by USAID, the paper seeks to inform and stimulate stakeholder discussion about the future goals, targets and indicators that should be pursued by the international community post 2015 in the area of hygiene. It covers three topics: handwashing with soap, menstrual hygiene and food hygiene and considers vulnerable populations in household and institutional settings.

The paper does not represent a consensus and the authors are not suggesting that any of the definitions, goals, targets or indicators proposed in the document are final or should necessarily be adopted.
